Garage Conversion ADUs in Calabasas
Most Calabasas tract homes came with a two- or three-car garage that now holds storage and a second refrigerator. A conversion keeps that slab, the walls and the roof in service as a legal home, which makes it one of the most direct ways to add a unit.
Why Garage Conversions Work in Calabasas Tract Homes
The planned communities that make up much of Calabasas, from Mont Calabasas off Las Virgenes Road to the streets of Mulwood and Saratoga Hills, were built with generous attached garages on level pads. That gives a conversion a sound starting point: a concrete floor, framed walls, a roof already permitted and utilities a short distance away inside the house.
A converted garage also sidesteps several limits that complicate new construction. Converting existing space is not subject to the state's unit-size caps, so a large three-car garage can become a full one-bedroom without fighting a square-footage limit. Because the building already exists, local coverage and setback rules for new structures generally do not come into play. Parking is the other big one, covered below.

Garage Conversion Parking Rules in Calabasas
Under state law, a city may not require you to replace garage or carport parking that is lost when you convert it to an ADU. It also cannot require any parking at all for an ADU created inside an existing accessory structure or the home. For a Calabasas owner that means the two spaces in the garage can become living space without adding a new carport or paving part of the front yard.
Your HOA may still have rules about cars parked on the street or in the driveway, and many Calabasas associations do. Those rules govern how you and your tenant park, not whether you can build. We point out any CC&R parking provisions during the first review so there are no surprises after move-in.
What a Calabasas Garage Needs to Become Livable
Garages are built to a lower standard than houses. The slab usually sits a step below the house floor and has no vapor barrier, so we often add a moisture barrier and a raised insulated floor or level the slab with a topping. Walls and ceiling get insulation to meet the energy code, and the space needs a heating and cooling source, usually a ductless heat pump.
The garage door comes out and is replaced with a framed wall, windows and often the new entry door. Light, ventilation and an emergency escape window are required in the sleeping area. A kitchen and bathroom need water supply, drains and venting, which we tie into the house's lines where possible. Where the lot carries a Very High fire hazard rating, the new exterior wall, windows and vents must meet wildland-urban interface standards.

Converting an Attached Garage: Standard ADU vs. JADU
Because California treats an attached garage as part of the house, you get to choose between two legal paths. A JADU tops out at 500 square feet and can lean on the main home's bathroom, though sharing one means the owner has to live on site. A standard ADU brings its own kitchen and bath and carries no occupancy condition at all, which keeps rental options open.
For a two-car garage near 400 square feet, either path is possible. For a three-car garage, a full ADU usually makes better use of the space. We sketch both options when the garage size makes it a close call.
Permits and Utilities for a Garage Conversion ADU
The City of Calabasas reviews a garage conversion through its Planning Division and Building and Safety Division, the same path as any other ADU. Plans show the existing structure, new walls and openings, plumbing and electrical layouts, and energy compliance. Since the City's ordinance drew an HCD noncompliance finding in May 2026, including over a separate zoning clearance step, we confirm the current submittal process when we prepare the package.
Utilities are usually simple. Water and sewer lines in the house can extend into the garage, and Las Virgenes Municipal Water District service stays as it is in most cases. The electrical panel is often in or beside the garage already, which helps, but a full kitchen and heat pump may push it past capacity. A load calculation answers that before construction.
What a Garage Conversion ADU Gives a Calabasas Home
Lower Cost Than a New Detached ADU
The slab, roof and walls are already there. Much of the budget goes to insulation, windows, a kitchen and a bathroom rather than to foundations and framing, which usually puts a conversion below a new detached unit of similar size.
No Replacement Parking for the Garage ADU
State law protects the conversion from parking replacement rules. You give up the garage spaces without having to build a carport or widen the driveway, which keeps the front of the house as it is.
Backyard Space Stays Open
A conversion uses space you already have, so the rear yard, pool area and patio stay untouched. That matters on lots where coverage is already close to the City's limit or the yard falls away on a slope.
Garage Conversion With a Shorter Permit Path
Because the structure exists, plan check focuses on life safety, energy and plumbing rather than siting and height. With fewer variables in play, plan check tends to send back fewer comments.

FAQs
Calabasas Garage Conversion ADU FAQ
Will the City make me add parking after my garage becomes an ADU?
No. Once a garage or carport becomes an ADU, the state forbids the City from asking for those spaces back somewhere else. An HOA may still regulate where cars park day to day, so check your CC&Rs.
What timeline should I expect for a Calabasas garage conversion?
Paperwork, not the build, usually takes the most time. The City must decide within 15 business days whether the application is complete and act on a complete one within 60 days. Construction length depends on the condition of the garage and the scope of plumbing work.
Can I convert a detached garage in Calabasas?
Yes. A detached garage converts to a standalone ADU, and because it is existing space, unit-size limits do not apply. Older detached garages may need foundation or framing upgrades, which we check during the site visit.
Will a garage conversion raise my property taxes?
Only the conversion work gets assessed and added on. Your home's existing base value does not reset. The increase is usually modest compared with building a new structure.
Can I add space to my garage when I convert it?
Often yes, but an expansion is new construction and goes through the size, height and setback rules for that portion. We check whether a small addition gives you enough benefit to be worth the extra review.
