ADU Builder Service Areas in and Around Calabasas
We build ADUs across twelve communities that share a ZIP code region but not a rulebook. Five different agencies issue ADU permits in this corner of the Santa Monica Mountains and western San Fernando Valley, and knowing which one you face is the first step.

Seven of our service areas sit inside Calabasas city limits: Calabasas Highlands, Mont Calabasas, The Oaks, Calabasas Park Estates, Mulwood, Saratoga Hills and Park Moderne. All of them go through the City's Community Development Department, with zoning review by the Planning Division and permits from Building and Safety at 100 Civic Center Way. Every one of them gets water and sewer service from the Las Virgenes district.
The communities differ more than the shared permit desk suggests. Park Moderne's 1920s lots are small. Calabasas Highlands is steep hillside. The Oaks and Calabasas Park Estates layer HOA design review on top of the City's. Mont Calabasas was county land until 2011, so older permits may sit in county records.

ADU Permits Outside Calabasas City Limits
Five more areas lie beyond the city line. Hidden Hills is its own gated city with large equestrian lots and its own ADU code. Monte Nido is unincorporated Los Angeles County land in the Santa Monica Mountains coastal zone. Bell Canyon is unincorporated Ventura County, reached through West Hills. Woodland Hills and West Hills are neighborhoods of the City of Los Angeles, where LADBS issues permits.
State ADU law applies everywhere, with ministerial review, the 60-day decision deadline and protections for small units. The local layers vary: hillside ordinances, coastal review, septic requirements, county fire districts and community associations. We prepare each project for the agency that actually holds the parcel.
Fire Zones Across the Calabasas Service Area
Wildfire is the common thread. The 2018 Woolsey Fire crossed US 101 near Calabasas, forced the full evacuation of Bell Canyon and reached parts of West Hills. Many parcels in every jurisdiction we serve are mapped in fire hazard severity zones, and a Very High rating brings wildland-urban interface construction and brush clearance requirements for any new ADU.
We check the fire map for each parcel at the start, because it affects materials, cost, sprinkler questions and sometimes the location of the unit on the lot.
Matching the ADU Type to the Community
Each area tends to favor certain ADU types. Garage conversions fit the tract homes of Mont Calabasas, Mulwood, West Hills and flat Woodland Hills. Guest house ADUs suit the big lots of Hidden Hills and Calabasas Park Estates. Compact cottages and junior ADUs suit Park Moderne. Attached units and interior conversions often win in Calabasas Highlands, Monte Nido and Bell Canyon, where slopes make new pads expensive. Your lot may still point somewhere else, and the site visit settles it.

FAQs
Calabasas Service Area ADU Questions
How do I know which agency permits an ADU on my property?
Your mailing address is not a reliable guide. The parcel's jurisdiction comes from assessor and city or county records, and we confirm it before design starts.
Do state ADU laws apply in Hidden Hills, Bell Canyon and Monte Nido?
Yes. State ADU law applies to every city and county in California. The local standards on top of it differ by jurisdiction.
Do you build ADUs in Agoura Hills or Malibu?
This site covers Calabasas and the twelve communities listed here. Tell us your address in the form and we will let you know whether we can help.
Which Calabasas-area communities have HOA review for ADUs?
Many planned communities in Calabasas, plus gated Hidden Hills and Bell Canyon, have associations with architectural review. They cannot prohibit an ADU on a single-family lot but can apply objective design standards.
